Greater Orlando Aviation Authority
Off-Site Wetland Mitigation

The Greater Orlando Aviation Authority (GOAA) will impact over 2,000 acres during its planned buildout. Compensation for this impact will be provided by selection and purchase of suitable acreage located off-site. Criteria for selection of suitable acreage include consideration of: type, quality, and quantity of the impacted acres, regional management plans for conservation related issues and past and proposed purchases of conservation tracts, parcel siting, ownership, and willingness of owners to sell, type, quality, quantity, and location of candidate purchase sites, resulting land use patterns resulting from selection of purchase candidates from the suite of available sites, the extent to which remotely sensed data and available data could substitute for any need to collect field data, the speed and competency with which the site analysis, screening, and selection could occur, and involvement of the requirements and criteria of several environmental agencies and third parties.

The result was over 200,000+ acres and over 1,000 parcels screened and a set of 13 candidate parcels selected within a period of approximately three weeks.

Requests for Additional Information (RAIs) and associated activities have continued the process. However, because of the approach used and the flexibility offered by GIS capabilities, the ability to provide assistance in a timely and cost effective manner has been maintained. Client exposure to the system and explanations of how to achieve the utility and power of the system have accelerated its usage.
