James P. Swigert, Ph.D.

Dr. Swigert is a broadly trained environmental scientist with specific expertise in ecological toxicology. He has held supervisory and managerial positions at prominent contract research facilities and consulting organizations responsible for the development of environmental fate and effect assessment packages for his clients. He has overseen program development for new chemical assessments in aquatic toxicology, chemistry and biodegradation. In that capacity he was responsible for facility design, staffing, and marketing. His professional experience has included virtually all chemical regulation statutes, e.g., CWA, CERCLA, RCRA, FIFRA, TSCA, and FDA. He has also been an invited lecturer on Aquatic Toxicology at the National Institutes of Health and been an instructor on topics of aquatic ecology, toxicology, ichthyology, and limnology.

Dr. Swigert has conducted ecological risk assessments at National Priorities List (NPL) Superfund Sites in Connecticut, New Jersey, Maryland, Tennessee, South Carolina, and Illinois. He has conducted risk-based evaluations in terrestrial and aquatic systems for polychlorinated biphenyls (PCBs), heavy metals, polyaromatic hydrocarbons (PAHs), dioxins, chlorinated pesticides, and various chlorinated aliphatic hydrocarbons, alkylbenzenes, and phthalate esters.

Dr. Swigert has participated on RCRA Corrective Action Programs in numerous states where identification of off-site transport of environmental contaminants and their impact on the surrounding ecosystem was required. He has experience in writing documents associated with such programs, such as ecological status reports, threatened and endangered species evaluations, risk assessments, facility work plans, sampling and analysis plans, and data analysis plans.

Dr. Swigert has consulted on environmental/ecological assessment projects for architectural/engineering firms, the nuclear power industry, American Petroleum Institute, various chemical industries associated with pesticide and industrial chemical production.
