Richard C. Young, M.S.

Mr. Young has over 30 years experience in the field of environmental sciences and regulatory compliance. Since the mid-1980’s, he has concentrated most of his work in the areas of ERA, regulatory negotiations, and permitting. Typical projects have included working with the client, attorneys and other team members in development of project strategy, sampling designs, data analysis, risk assessments, negotiations with resource trustees, public interest interactions and expert witness testimony.

In the area of permitting assistance and regulatory negotiations, Mr. Young was technical director for the City of Knoxville/Turkey Creek Land Partners project, a $400 million public/private development in east Tennessee. This highly controversial project required two public hearings and involved the building of 2.2 miles of divided four lane highway and the commercial development of over 400 acres along I-75/40 in west Knox County. Mr. Young was responsible for obtaining § 404, TVA 26a and TDEC § 401 Certification within nine months. Mr. Young has also provided similar assistance for many other projects requiring § 10, § 404, § 401 and ARAP permits, including natural gas pipelines, refined product pipelines, golf course developments and limestone quarry operations.

Additionally, Mr. Young has provided technical and litigation support to law firms, and has been an invited lecturer to the Tennessee Bar Association, served as a technical reviewer for the scientific journals Water Research, and the Society of Environmental Toxicology and Chemistry, and as a peer reviewer of the EPA’s Dissolved Oxygen Research Program.
