Tom H. Logan, M.S.

Mr. Logan is a Certified Wildlife Biologist with a Master’s degree in Wildlife Ecology from Oklahoma State University and 41 years of professional experience, primarily in wildlife research and endangered species management and recovery. He began working as a research biologist for the Oklahoma Department of Wildlife Conservation in 1966, on waterfowl and wetland habitat studies and radio-telemetry studies of Rio Grande wild turkey (Meleagris gallopavo) and white-tailed deer (Odocoileus virginianus); was employed as Assistant Director of Sanctuaries for the National Audubon Society in 1974; and was appointed by Governor David Boren to serve a term on the Oklahoma Wildlife Commission in 1975. He moved to Tallahassee in December 1979, to serve as Bureau Chief of Wildlife Research for the Florida Game and Fresh Water Fish Commission (now Florida Fish and Wildlife Conservation Commission [FWC]) until September 1996. It is in that position that he supervised studies that include whooping crane (Grus americana) reintroduction and Florida panther (Puma concolor coryi) research and recovery activities. He served as Chairman of the Technical Subcommittee of the Florida Panther Interagency Committee, is a past member of the Florida Panther Recovery Team, has advised both the Whooping Crane and Bald Eagle Recovery Teams, served on the Florida Scrub Jay Recovery Team, and served as the Endangered Species Coordinator for the FWC from October 1996 through October 2002. Primary duties included species recovery planning, supervision of permitting and provision of technical assistance regarding management and development planning where protected species occur on private lands. Resolution of private lands issues regarding protected species and natural areas has been a major focus during the past decade.

Mr. Logan has served on various national planning teams for development of a Model State Conservation Agreement and design of procedures and criteria for administering Landowner Incentive Grant Programs and various other new federal grant programs that were designed to award funds to local governments and private interests for conservation of protected and other at?risk species and their habitats.

Mr. Logan is now employed as a Vice President of Breedlove, Dennis & Associates, Inc., where his primary responsibilities are to provide expertise and guidance within the company regarding management of wildlife and their habitats with a special focus on endangered species. Areas of specialization include Technical Assistance, Section 7 Consultations and design of Section 10 Habitat Conservation Plans for species including bald eagles (Haliaeetus leucocephalus), Florida panthers, sand skinks (Neoseps reynoldsi), Florida scrub jays (Aphelocoma coerulescens), crested caracaras (Caracara cheriway), oldfield mice (Peromyscus polionotus), and Key Largo woodrats (Neotoma floridana smalli).

Mr. Logan served as coauthor and editor of the 2002, 2005, and 2006 Bald Eagle Monitoring Guidelines. He has reviewed (in coordination with the U.S. Fish and Wildlife Service), has written and/or provided technical assistance for development of hundreds of Bald Eagle Management Plans for implementation under provisions of the Endangered Species Act of 1973 in Florida during his combined assignments. Mr. Logan also served as a member of the FWC Biological Review Panel to prepare a Biological Status Report for the bald eagle in Florida.
